Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are fought: optimistic declarations are issued from multiple capitals. Considerable effort is allocated on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a capability enabled by current data. From vantage locations, defense planes that had been dispatched to counter approaching guided weapons flew past – modern combat jets supplied to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, probably delivered by Western nations. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly transforms into resigned acknowledgment: perhaps the incoming missile won't cause damage this time, protecting urban areas from ruin and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun engaged a drone close by, part of a rapid response unit – most likely imported technology. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its target.
Periodically, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are evidently unprepared to fill in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new initiative from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This cycle will, no doubt, continue.
Political Considerations
It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a assumption familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government assumes that it is unfeasible to force Russia to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, US leadership does minimal to deter Moscow, through statements or actions, from believing that the status quo will not change more in its favour in the months ahead.
Opposing Positions
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing civilians and areas but averting a total frontline collapse until conditions improve in its favour.
Present Conditions
Objectively, there are no real preconditions for a truce. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
